From - THE STORY OF NORFOLK'S FLUE-CURED TOBACCO INDUSTRY

A crumpled letter in a waste-paper basket in a federal civil servant's office at Ottawa was indirectly responsible for the origin of the rich flue-cured tobacco industry in Norfolk and adjacent counties. The letter, written in the year 1919, was directed to the Dominion Experimental Farms at Ottawa. The writer was an official of a fruit farm syndicate then operating extensive orchard holdings at Lynedoch in Norfolk County....Henry Freeman decided to answer the letter himself and arranged to go to Lynedoch in Norfolk County on his own time the following week-end to secure soil samples....As a result of his favourable analysis of the sandy soil at Lynedoch in Norfolk County, Henry Freeman had decided to experiment with a crop of burley tobacco here in 1920. It proved successful and he tried again the following year. But the market for burley tobacco dropped out of sight....In 1922 he concluded that he should try flue-cured instead of burley tobacco....It was about this time that Henry Freeman and Bill Pelton became very friendly at Harrow....They were ideally suited for partnership, one an experienced tobacco grower, the other a very well-informed agricultural specialist, with a wide knowledge of soils, fertilizers, seeds, etc....Messrs Freeman and Pelton produced their first crop of flue-cured tobacco on the Chrysler farm in the summer of 1923....Mr. Freeman left the government service in 1926, when he moved to Simcoe and gave his full time to tobacco-growing....Henry A. Freeman was a native of South Carolina who had come to Ottawa via the University of Wisconsin where he had specialized in soil chemistry....Bill Pelton, as he was familiarly known to tobacco growers both in Canada and the United States, was also an American Citizen....By this time each of the two partners had purchased a farm for himself, making five tobacco farms under their ownership. The industry had begun to attract outside capital and Toronto and Guelph financial interests made an offer for the five farms which was accepted. A syndicate, known as Ontario Tobacco Plantations, was launched with Henry Freeman becoming manager. Realizing the potential of the flue-cured industry, both Mr. Freeman and Mr. Pelton began to purchase farms on their own account in various parts of Norfolk County. Mr. Freeman accumulated a total of fourteen farms and was the largest individual grower in the Norfolk area in the early days....
